When accessing a router from the ACS 3 server, either HTTP or HTTPS can be used. When HTTPS is being used to manage a DrayTek router, then the access point behind the router will also need to use HTTPS to communicate with ACS 3. However, since some access point models do not support TLS1.3 they will appear as being offline in ACS 3.

The solution is to select TLS 1.2 as the default setting in VigorACS 3. This can also be done by adjusting system parameter 87 in VigorACS 3 to standalone.xml and restarting the server for the changes to take effect.
